THIS EVENT WILL BE CONDUCTED KEEPING IN MIND THE COVID 19 PROTOCOLS SET FORTH BY THE GOVERNMENT. DRIVERS ARE REQUESTED TO ADHERE STRICTLY TO THE SOPs. ALL DRIVERS ARE TO BE NECESSARILY VACCINATED. ANY UNVACCINATED DRIVER WILL HAVE TO COMPULSORILY PRODUCE RT-PCR TEST REPORT TO JOIN THE EVENT.

Announcement

BILGARO CHALLENGE 2023, for Cars and SUVs will run in compliance with The Sporting Code and this Supplementary Regulation. Modification, amendments and/or changes to Supplementary Regulations will be announced only by numbered and dated bulletins (issued by the organizers or the steward)

ACQUINTANCE WITH AND SUBMISSION TO RULES

Every person or group of people, organizing a competition or taking part therein:

  • Shall deem to be acquainted with The Sporting Code.
  • All competitors should sign the indemnity and declaration, which are enclosed with the entry form.
  • These are conditions precedent attached to the submission of entries and taking part in an event an all competitors participating in the meet shall be bound by them and also the rules and regulations hereinafter set out or amendments made thereof.
  • Shall undertake to submit themselves without reserve to the above and to the decisions and the consequences resulting there from.

DESCRIPTION OF THE EVENT

This motor sport event is for a Hill Climb and Sprint. The participants will run through the first section which is a dirt Sprint on the 17th of November, 2023 commencing from 0800 Hrs at Anogre covering a distance of 13 kms.

The second day which is a Hill Climb on the 18th of November, 2023 at 0800 Hrs at Aguragre, Tura covering a distance of 6 kms.

Registration, scrutiny & driver’s briefing is at Café Aldara, Rongkhon, Tura.

1.6 Description of the Course

  • The Sprint track will be a dirt track with combination of curbs and turns. Track distance will be 13 kms approx.
  • The Hill Climb track will be a dirt track with combination of curbs and turns. Track distance will be 8 kms approx.

1.7 Safety & Medical at the Track:

  • For Sprint: There will be Ambulances with one Doctor, 2 Fire Extinguisher, around 40 Spectator Control Marshals in and around the Sprint track, Security personnel and barricades to restrict public access into the track.
  • For Hill Climb: There will be Ambulances with one Doctor, 2 Fire Extinguisher, around 40 Spectator Control Marshals in and around the Hill Climb track, Security personnel and barricades to restrict public access into the track.

2.3 Right and Obligations of the Organizers

Written Bulletins when issued shall be signed by each participant as proof of receipt and shall have the same legal force as the Supplementary regulation. All Bulletins will be communicated dated and sequentially numbered. These Bulletins shall have the force (and will constitute an integral part) of the regulation and will be posted at the venue.

The organizers will ensure that all relevant permissions are obtained from the competent authorities prior to the event, copies of which will be made available to the Stewards.

2.3.1 Amendments to the Regulations

Amendments to these regulations may only be made as per the sporting code. The competitors would be informed of any amendments as soon as soon as possible. Any amendment/additional provisions would be announced via date and sequentially numbered bulletins which form an integral part of these supplementary regulations, printed on yellow papers. These bulletins will be posted on official notice board and shall also be communicated to the competitors. The Steward of the meet are empowered to take a decision on any case not covered by the present regulations. The organizers may, at their discretion abandon, cancel or postpone the meet, in case of unforeseen circumstances with the approval of Stewards.

The Steward of the meet and/or the clerk of the of the course reserve the right to delete and /or change any part of the route should they deem necessary due force majeure or for any other safety reason.

The organizers reserve the right to refuse the entry of any entrant or participant and will give sufficient reason for such a refusal.

ART.3 GENERAL CONDITIONS

3.1 Generalities

3.1.1 Status of the Event : Open

3.2.1 Description of the Circuit : SPRINT

3.2.2 Description of the Circuit : HILL CLIMB

Place : Auguragre
Length : 8 kms approx.
Width of Start : 6 meters
Maximum Width : 8 meters
Minimum : 4 meters

3.3 Entrants Eligibility and Obligation

3.3.1 Any person who is holding a valid diving Driving 3.3.2 A letter of authority for use of the vehicle must be produce from the owner of the vehicle in case the owner is not a member of the crew.
3.3.3 It is compulsory for competitor vehicle to have rally cover insurance for the period of the event. Entrant/Drivers attention is particularly drawn to the fact that the normal motor policies issued in India do not provide cover for motor sport, Special insurance cover is mandatory.
3.3.4 Under the laws of the country, it is mandatory that any accident out of which a claim may arise be reported to the nearest police station. The nearest Beat House to the venue is at Chandmary Tura between Chandmary Field and Tura Christian Hospital.

3.4 Vehicle Eligibility : c.f. to Appendix 2

3.4.1 This event is open to ALL type of Cars, SUV’s. All vehicles should have proper roll cage, Hard Top. All vehicles should have doors.
3.4.2 Any type of fuel is permitted provided it complies with Government/RTO laws. The noise limits on the car is limited to 100 db maximum.
3.4.3 Classes to run (Refer to Appendix 2)

3.4.5 Classes will be deemed to be formed if at least 5 entries start in that class. If less than 5 entries are received, such classes shall be amalgamated into the next higher class.
3.4.6 In one entry the competitor may replace the vehicle declared in the entry form if required prior to the start, provided this is informed to the event secretary and corrected in the entry form. However, the entered competitor cannot be changed.
3.4.7 One entered vehicle can be used by up to a maximum of two (2) drivers for this event; however each driver has to complete separate entry forms with the same no. and also remits separately the entry fees specified. A driver can enter into maximum of 3 class/group subject to time table of organizers not being disturbed.
3.4.8 Club officials have the right to reject or accept any entries received after giving proper explanation.
3.4.9 The maximum numbers of entries shall not be more than 50 entrants. The entries will be given on first come first served basis.
3.4.10 By signing the entry for, the participant agrees to abide by the sporting code and regulation and this Supplementary Regulations.

3.5 Entries

3.5.1 Entry forms duly filled in confirming to these regulations along with the appropriate fees must be submitted to the organizers not later than 15th November 2023 at 1800 hrs.
3.5.1 By the very fact of signing the entry form, the entrant as well as driver submit and bind themselves to resort only to the General Prescriptions of TMSC, and these Supplementary
Regulations for the event.

3.6 Entry Fees

The entry fee specified include the following One supplementary Regulation/T-
shirt/Stickers/ Lunch coupons.

BOND to be produced by each drivers prior to scrutiny)

3.6.2 Payment

Entry Fees should be paid in cash at the time of registration. An entrant will be allowed to participate only if the payment is done in full.

3.6.3 Refunds

Registration fee will be refunded only in case the event does not take place

ART.4 ENTRANTS OBLIGATION

4.1 Document Submission

Competitors are required to be present in person and required to bring:

  1. Vehicle Registration Book with tax paid plate and Pollution Certificate.
  2. Civil Driving License
  3. Insurance for the Vehicle.
  4. Indemnity Form Signed
  5. Two (2) Photographs
  6. Authority letter from the owner of the car, if the driver is not the owner of the car. The competitors are required to carry all the above documents throughout the event.

4.2 Safety

4.2.1 Seat belt for drivers is mandatory.
4.2.2 During the event all drivers participating should wear a branded ISI marked Helmet and
shall be properly harnessed in the safety belt.
4.2.3 The Clerk of the Course or his nominated officials may at their sole discretion exclude a competitor who is deemed unfit for reason of health or consumption of/or under the influence of alcohol or drugs.

ART.5 SCRUNITY AND BRIEFING MEETING

5.1 All cars will have a general scrutiny prior to the start. Post event scrutinizing is applicable at the discretion of the Scrutinizer only for competitors 1st,
2nd and 3rd, in each class /group and if they are disqualified the next competitors placing and will be conducted upon completion of their round of each class /group.
Place : Scrutiny Venue.
Date : 15.11.2023 (from 1400hrs to 16.30 hrs)
5.2 The compulsory drivers briefing will be held on 15th of November at the registration venue.

ART.6 FORMAT OF THE EVENT

This event is a combination of a Hill Climb and a Speed Sprint on dirt/gravel track run as two sections and the fastest timed finisher will be given points for each section, and then the final result will be tabulated according to the points earned in both the section combined.

6.1 Reccee

All drivers have to report for a controlled reccee at Café Aldara at 0730 hrs in their cars on the course, hill climb and sprint which will be done on 16th November, 2023
6.2 Start/Finish
6.2.1 All vehicles to be started from a standing start with the engine running, one car at a time.
6.2.2 The first starting class in first run will be the cars which are already in line irrespective of their class or group.
6.2.3 Cars will be started at 5.0 minute interval or immediately upon earlier car completing the stage. The finish line will be clearly indicated.
6.2.4 A run is counted once the car has crossed the start line on its own engine power.
6.2.5 A re-run will be given only if a RED flag is raised due to safety reason.
6.2.6 If a race is stopped due to reasons re-run will be given.
6.2.7 In case of accidents and technical failures, the driver will be ruled as DNF (DID NOT FINISH)
6.2.8 A RED flag signal will be given to stop the race at any time including any safety reason. No other flag signals are given.
6.2.9 Any driver accidentally breaking the course or leaving the marked area of the track shall rejoin the course at the point where his vehicle had left it or in a place without making a short cut. Any infringement of this rule may entail exclusion.
6.2.10 Any driver touching the tyres, boxes any cones and markers kept at the sides of the track or breaking the runners at the track will be penalized for each occurrence. The same penalty will be levied for touching of tyres or cones or markers at the chicane. The judge of facts judgment regarding the above will be final.
6.2.11 No short cuts are allowed. Also, wrong course direction is not allowed, and these would lead to exclusion

6.3 Timing

6.3.1 Start will be given with a standing start.
6.3.2 Each car and each run will be individually timed, by RFID.

6.4 False Start

If an entrant makes a false start, penalties as specified herein will be applicable.

6.5 Ranking

All entrants will be given minimum 1 course run and the quickest time from the run after adding the penalties will be counted for declaring the winners in the respective section for the class group and point will be awarded as follows:

All competitors will have to compete in both the sections and should FINISH in two sections and gain points to be eligible for tabulations for the prizes. For e.g. If you finished first in Sprint and DNF in the Hill Climb, then you are not eligible for tabulation for the prizes. There are no separate prizes for EACH SECTION

6.5.1 IN CASE OF TIE

In case the points are tied, the competitor with the fastest cumulative timing will hold the better position.

ART.7 INDEMNITY

All entrants must sign the indemnity declaration along with the entry form.

ART.8 INSURANCE

8.1 Participants

All vehicles of the participants should have a valid insurance of the vehicle and accident coverage insurance of the individual.

ART.9 ADVERTISING

9.1 It is compulsory to carry organizers rally plate. It is also compulsory to carry provided advertisements of the organizer’s on the competing vehicles. Competitors are allowed to carry any kind of advertisement on the vehicle provided that:

  1. It is authorized by the TMSC regulation
  2. It is not likely to cause any offence.
  3. It is not political or religious in nature.

9.2 Competitors who do not wish to carry the compulsory advertisement of the organizers shall pay another additional fee of Rs.3,000/- (Rupees Three Thousand) per car to the organizers.

ART.12 PROTESTS AND APPLEALS

12.1 The time limit for protest against Provisional Results is within 30 minutes after the result are declared on the Official Notice Board at the finish venue.
12.2 Any protest must be made in writing and submitted to the Clerk of the Course (COC) along with the protest fee.
12.3 The sum of Protest Fee is Rs.12,000/- (Rupees twelve thousand only). If the protest is unfounded this amount will not be retunded. If the protest requires the dismantling and re-assembling clearly defined parts of a car, the claimant must pay an additional deposit of Rs.5, 000/- (Rupees Four Thousand. If the Protest is Unfounded, or the expenses incurred by the protest (scrutinizing, transport etc) are higher than the amount of deposit, difference shall be borne by the Claimant. Conversely, if the expenses are less, the difference shall be returned to them.
12.4 Any ruling by the Stewards shall be final and subject only to the right of appeal as provided for by the club.

13.1 Prize distribution will be held at Café Aldara on the 18th of November 2023 from 18.30 hrs onwards.

ART.14 ADDITIONAL NOTES

14.1 Protection of the Environment / Public Sportsmanship: As the track and surrounding area is the premises of private party, all competitors are requested to protect the environment and avoid accidental spillage of fluids on the premises and also take care to deposit any debris or waste, food on the waste skips provided in the Course area. Competitors are requested not to behave in any unsporting manner that may jeopardize the locality. The Organizers will not take any responsibility for any fines levied or other action taken by the village authority for any illegal or safety violations.

The attached Appendix 1 to 3 will be integral part of this Supplementary Regulations.

Appendix 1

Bumping Order

  • Minimum entry for a competitive run in any class/group is five (5) competitors.
  • If five (5) Competitors are not available in a class/group they will be bumped up to the next upper class/group, for eg. If there is less than five (5) competitors for Class – 1, then they will be bumped in the next class – 2.
  • However bumped up, there should form a minimum number of five (5) entries for a classification point run.
  • Otherwise that class will just run for timing and only trophies will be awarded to the fastest timed driver in the specified runs.
Appendix 2

CLASSIFICATION OF CARS FOR THE EVENT
Classification of Cars:
Cars must either be specifically classified in the official list prepared by the Organizers to be eligible to run in Stock, Modified or Open Class Categories and should be.

  1. Series produced
  2. Street legal automobiles
Normally sold by dealers in INDIA or imported and registered with the RTO.

Cars are classified as:

Category 1, Car (Open)
Car can be stock or Modified and be Petrol or Diesel irrespective of CC or HP
Category – 2 SUV
Petrol or Diesel powered cars, SUV/MUV/Gypsy / either Stock or modified irrespective of CC or HP

Permissible Modification for Open Class

  • Any shocks, struts, springs, lower arms using original attachment points.
  • Any sway bars
  • Any wheels
  • Any brakes
  • Any tires
  • Any strut bars / braces are allowed
  • Exhaust system with maximum 100 Db
  • Short throw shift kits
  • Spoilers, body kits, rear wings, etc.
  • Any pedal kits and other interior cosmetic accessories
  • Any alternate brakes, brake pads and linings
  • Any seat( single seats allowed)
  • Any alternate steering wheel of any wheel of any diameter, otherwise meeting
  • stock rules
  • Any cross drilled and /or slotted brake rotors
  • Any alternate air cleaner enclosures
  • Any limited slip differential units Any brake calipers/ drums
  • Some Body modification (fender, bumpers, headlights, etc.) but no modification to chassis or removal of doors etc.
  • Street legal Headers
  • Emission legal modification to engine management system, either electronic or mechanical, but not both
  • Unrestricted modification of engine, drive train, engine replacement is allowed if notified by RTO in book
  • Cars can be made light but not less than 30% of the original factory weight Must use highway fuels and can run on highways legally, NOS not Allowed Cannot use custom built cars/SUV’s in open class ( Check with the Organizers if there is a separate category for these cars).
