DATE: 10th – 12th August, 2023
BILGARO III EDITION 2W STAGE EVENT 2023 will be run in stage format on the track with a total length of 220 kms in all on special stages totally closed to all traffic and on transport section on normal roads.

BILGARO 2W Event will run in compliance with the International Sporting Code and General Prescriptions of the FIA, and these Supplementary Regulations.

RIGHTS AND OBLIGATIONS OF THE ORGANISERS

Written Bulletins when issued shall be put up on the Official Notice Board and shall have the same legal force, as the Supplementary Regulations. All Bulletins will be communicated dated and sequentially numbered. These Bulletins shall have the force (and will constitute an integral part) of these regulations and will be posted at the venue.
The Organisers will ensure that all relevant permissions are obtained from the competent authorities prior to the event, copies of which must be made available to the Stewards during the first Stewards Meeting.

ENTRIES

Those wishing to take part in the Bilgaro III EDITION 2W Stage Rally must complete the Entry Form along with the payment of prescribed fees. No amendments may be made to the entry form, except in the cases provided for in the Regulations. Entries are restricted to a maximum of 50 entries.
Once an entry has been submitted, no request for change of rider and/or vehicle is permitted The entry application will be accepted only if accompanied by the entry fees, which will be increased by 100% for those competitors not accepting the optional advertising of the Organisers.
All entrants taking part in the Event must ensure that they report at the secretariat of the event in accordance with the timetable of the Event. Any entry reporting to the administrative checks outside the time limits prescribed will not be allowed to start, except in a case of force majeure duly recognized as such by the Stewards.
By the very fact of signing the entry form, the competitor submits to the sporting jurisdictions specified in the Code and these regulations only.

NUMBER OF ENTRIES ACCEPTED

The maximum number of entries shall be not more than 50. The Organisers reserve the right to increase the number over and above the 50 entries, the Organisers reserve the right to decide how many and which entries will be accepted.

The entry fees specified is .10,000/-
LATE ENTRY: .12,500/-
Without organisers’ advertising .20,000/-

REFUNDS

Entry fee is NON-REFUNDABLE.
Entry fees will be refunded in full ONLY to those participants whose entry has not been accepted OR in case the Event does not take place. Entry fees will NOT be refunded for ANY OTHER reason.

NO REFUND OF FEES WILL BE ETERTAINED IN EVENT OF FAILURE TO PASS SCRUTINY.

The event will be held on undisclosed routes and a road book/tulip will be provided to guide the competitors onto the right track. All efforts will be made to ensure closure of special stages by way of bunting tapes/bamboos, etc.

RESULTS

The results of the competition will be based on each competitor’s time of the completed runs and any penalties incurred.

TIMING

Timing will be to the nearest second from a standing start to a flying finish. Timings will be posted on the official notice board. The location of the official notice board will be the Secretariat located at the Rally Office.

TIES

Ties will be resolved by re-run, if feasible, or will be declared joint winners.

PENALTIES IN TERMS OF TIME

1 For each minute of lateness at start of event/ leg/ control 1 min

Article X : FALSE START

A false start, particularly one made before the signal has been given, will be penalized as follows:

  • 1st offence: 10 seconds.
  • 2nd offence: 1 minute.
  • 3rd offence: 3 minutes.
  • Further offences: at the Stewards' discretion. These penalties do not prevent the Stewards from imposing heavier penalties if they judge it necessary. For time calculations actual start time must be used.

ESTABLISHING RESULTS

The results are established by adding together all the special stage times and all the time penalties incurred on road sections, together with all other penalties expressed in time.

ELIGIBLE VEHICLES

The Bilgaro 2W III Edition Stage Rally is open to all 2 wheelers in due possession of a valid registration certificate, vehicle insurance & special rally cover insurance. These vehicles must comply with the safety specifications laid down by the International Convention on Road Traffic, as well as the safety specifications laid down by the FMSCI regulations in general or specific governing such events.

A vehicle will not be allowed to start unless it is conforms to minimum safety requirements as specified below:

  • Handle Bar
  • Chain Link lock
  • FIM/DOT/ECE/ISI Approved Helmets for driver with full safety Gears including Boots
  • Fuel pipelock
  • Tyres are free & must have at least 4mm tread depth at the start of the event.

COMPETITORS

To be eligible a Rider has to have a valid civil driving license.

IDENTIFICATION

The ORGANISERS will supply each crew with identification number stickers.
A provision should be made by the competitor in the front of the bike and rear both sides for identification sticker.
3 stickers will be provided per competitor for the bike & 1 sticker for the helmet.
All Riders have to stick their name & blood group on both side of the bike tank and their respective helmets. The member of the crew will be recognizable by means of an identification tag to be worn throughout the event. Any breach noted by an official will result in a cash penalty of INR 2,000/-. The blood group & emergency number must be written on this tag.

SCRUTINY, SEALING & MARKING

Only those drivers who have passed the administrative checks may present themselves with their vehicle equipped with its plates and numbers for scrutiny.
Competitors not conforming to the norms would be automatically disqualified and their entry fees would be forfeited. No vehicle will be allowed to start unless it complies with regulations pertaining to safety of vehicle and crew described elsewhere in this document and rules and prescriptions notified with regards to such events by ASN.
The scrutiny card & time card must be carried in the vehicle till the start of race at which point of time it is to be surrendered.
Loss of the scrutiny card may result in Disqualification for that race.
A driver may present the vehicle for scrutiny through representative.
No vehicle is allowed to be driven, from the start till end of the event, by any other person than the registered driver at pain of Disqualification

RIDERS BRIEFING

A general briefing will be held as per itinerary. All competitors need to sign their presence in the register maintained at the venue for this purpose. Absence of signature will be deemed as absence at the briefing and sanctions would apply as the presence of driver is compulsory on pain of Disqualification.

PARC FERME

All competitors must park their bikes in the holding area 1hr before start of the race & after finish of their run till the publication of the finals results. No service is allowed at Parc Ferme however, if any emergency repair is required shall be done in parc ferme after Scrutineer approval.

TIME CARD

At the Start of the event a time card shall be issued to each competitor. At finish of the stage competitor shall hand over the time card at the finish control. Each crew is solely responsible for his/her time card up to that point. Any changes or amendment made to the card will result in Disqualification, unless such correction or amendment has been approved in writing by the controller. The controllers are the only persons allowed to enter the time on the time card, by hand or by means of a print-out.
The loss of a time Card will entitle Disqualification.
Practice: No practice will be allowed in the venue & surrounding of the venue

ASSISTANCE

Repairs are authorized at all times in areas other than forbidden. IS FORBIDDEN AT PARC FERME Assistance between competitors in the stages is not allowed.
Any vehicle towed and / or pushed by means other than an Organisers /authorized vehicle is deemed DNF. Any official may move the vehicle away from the racing track in case it is judged to be obstructing the passage of other competitors.

CONTROL ZONES

All controls, i.e. Time Controls at start and finish of race section, will be indicated by means of standardized signs. The stopping time within any control area must not exceed the time necessary for carrying out control operations. It is strictly forbidden to enter or leave a control area from any direction other than that prescribed by the itinerary of the event or to re-enter a control area once checking in has taken place at this control. Any infringement will result in Disqualification.
The Official Time throughout the entire rally will be Indian Standard Time expressed by GPS Time in accordance with the 24 hour clock. Hours and minutes & seconds & milliseconds will be shown thus e.g. 22:01:46.87 Start of the race will be given with manual count down or signal lights. At the end of section the time would be recorded at the moment the centre of the front wheel crosses the finish line.

INSURANCE

A Personal Accident Insurance for Rs. 5 lakhs with Rs. 5 Lakhs medical expense extension per person.
The insurance of each vehicle against Third Party risk is the minimum requirement as per the Laws in India.
Special rally cover endorsement is mandatory

PROTESTS & APPEALS

PROTEST FEES
The protest fees payable is Rs.10,000/- (Rupees ten thousand only)
If a protest requires the dismantling and re-assembly of a clearly defined part of the vehicle, any additional deposit must be specified in the Supplementary Regulations of the rally – or will be specified by the Stewards upon a proposal of the TMSC Technical Delegate / Chief Scrutineer.
If the protest is overruled or it is withdrawn after being brought, no part of the fee shall be returned.
(Article 13.10.1 of FIA International Sporting Code)
If it is proved that the author of the protest has acted in bad faith, the TMSC may inflict upon them one of the penalties laid down in the Code. (Article 13.10.3 of sporting code)

Trophy’s for first, second, third, fourth & fifth + Cash Prize for first, second & third. The Organisers may at their discretion offer awards in addition to those specified in these Supplementary Regulations.
